Two Replacement Levies on the February 2026 Ballot
The North Kitsap School District Board of Directors has approved placing two replacement levies on the February 10, 2026 ballot. These levies renew local funding that supports essential educational programs, staff, and safe, well-maintained schools.
Together, the Educational Programs and Operations (EP&O) Levy and the Capital Projects Levy continue funding for services, staff, and learning spaces that directly support students every day.

Proposition 1: Replacement Educational Programs & Operations (EP&O) Levy
Funding classroom instruction, student programs, and daily operations not fully covered by state funding
The four-year EP&O Levy provides about 16% of the district’s operating budget. It helps maintain the programs, staff, and services important to student learning and support. These funds also help offset operational cost increases over time, including staffing, materials, and maintenance expenses not fully funded by the state.
This levy helps fund:
- Teachers, paraeducators, and counselors who support manageable class sizes and student needs
- Health, safety, and mental health staff who support student well-being
- Athletics, extracurricular programs, and student activities
- Instructional materials, curriculum, and classroom technology
- Transportation, maintenance, and food service operations, including staff, services, and operational costs that have increased over time

Committees for Statements "For" and "Against"
NKSD is seeking applications from District residents interested in being appointed to committees to write the “for” and “against” statements for both ballot measures. Interested individuals must inquire by December 10, 2025. Learn more and apply here.
Proposition 2: Replacement Facilities and Technology Capital Projects Levy
Funding facility maintenance, safety improvements, and technology infrastructure
The six-year Capital Projects Levy would continue funding to maintain and improve school buildings and technology systems across the district. The proposal reflects recommendations from the Facilities Advisory Committee and priorities set by the North Kitsap School Board for safe, well-functioning learning environments.
These projects are organized into four main categories:

Replace Hilder Pearson Elementary School
- Replaces the existing Hilder Pearson Elementary, built in 1951, with a modern building designed to meet current educational, safety, and efficiency standards.
- Construction will take place on the same site, using the southern portion where the new gym is planned.

Improve Building Operations
- Upgrades and repairs to heating, ventilation, and air-conditioning (HVAC) systems, as well as mechanical, electrical, and plumbing systems to improve efficiency and extend the life of existing buildings.
- Technology infrastructure improvements to support instructional and operational systems across all schools.
- Upgrades to maintenance and transportation equipment that help keep facilities and operations running smoothly.

Safety and Security
- Replacement of aging fire alarm systems across multiple schools.
- Replacement of bell and paging systems to improve school wide communication and emergency response.
- Addition of a covered walkway connecting Kingston High School buildings to improve student and staff safety and accessibility between facilities.
- Fencing and site improvements where needed to create safer pedestrian and traffic flow.

Maintain Community Assets
- Roof repairs and replacements, exterior painting, and sealing to protect buildings from weather and extend their useful life.
- Removal of old and unused portables and structures that have reached the end of their service life.
- Ongoing exterior improvements such as asphalt and parking area repairs to maintain community access and safety.

Voting Information
We encourage all registered voters to participate in the February 2026 election.
If you vote by mail, ballots must be postmarked no later than Election Day. You may also return your ballot on or before Election Day at a ballot drop-off location.

Property Tax Exemptions
If you are a senior or disabled, you may qualify for a property tax exemption from the county. The qualifying criteria for the program is based upon your age and/or disability, residency, and income. About Levy Rates
- Tax rates are shown as dollars per $1,000 of a property’s assessed value. For example, a property valued at $600,000 with a combined rate of $2.52 would pay about $1,512 per year in 2027.
- Future tax rates are estimates and may fluctuate with changes in community growth and assessed property values.
- The district cannot collect more than the total amount approved by voters for each levy.
- The Educational Programs & Operations (EP&O) Levy concludes after 2030; the Capital Projects Levy continues through 2032.
