2026 Capital Projects Levy

Maintaining safe, functional, and updated schools

Proposition 2, the Replacement Facilities and Technology Capital Projects Levy, funds major facility improvements, technology, and infrastructure needs that keep North Kitsap schools safe, efficient, and ready for learning.

Building improvements and technology upgrades are not fully funded by the state. It is up to local voters to decide how and when to invest in maintaining and improving district facilities.

The proposed 2026 Capital Projects Levy builds on the work of the 2024 Facilities and Technology Capital Levy, approved by voters in November 2024. The 2024 levy funds projects during 2025 and 2026, then continues at a significantly reduced level to support technology and smaller maintenance projects through 2030.

Starting in 2027, the 2026 Capital Projects Levy would replace that reduced funding, ensuring steady local investment in safe, well-maintained schools through 2032. This replacement levy would provide funding for major facility upgrades, repairs, and technology across all schools.

How this Proposal Was Developed

This proposal was guided by the work of the Facilities Advisory Committee, which reviewed building conditions, safety needs, and long-term maintenance priorities. The committee’s recommendations were presented to the district, which then developed the proposal for review and approval by the North Kitsap School Board. Community input through public meetings and surveys also helped inform the priorities included in this levy proposal.

Projects Included in the 2026 Capital Projects Levy

The proposed 2026 Capital Projects Levy focuses on maintaining safe, functional, and modern learning environments across all North Kitsap schools. Projects were identified through facility assessments, recommendations from the Facilities Advisory Committee, and staff and community input.

Hilder Pearson Elementary Replacement

Estimated Cost: Approximately $50 million
Capacity: Designed for about 350 students

The Hilder Pearson Elementary School replacement is the largest project in the proposed 2026 Capital Projects Levy.

Originally constructed in 1951, Hilder Pearson is one of the district’s oldest schools—approaching 75 years of service. Many of its major systems are beyond their useful life, and the cost of ongoing repairs continues to rise. The current facility no longer meets modern standards for safety, energy efficiency, or flexible learning spaces.

The new Hilder Pearson Elementary will be constructed on the south end of the existing property, allowing the current school to remain in use during construction. This location reflects community feedback gathered over the past two years supporting both the school’s neighborhood setting and the need for minimal disruption during the building process.

The new facility will be designed for approximately 350 students and developed with input from Pearson students, staff, and community members to ensure it reflects shared priorities for safety, learning, and connection to the community.

The project will also incorporate the gymnasium currently being designed through the 2022 levy, combining that work within the full replacement plan.

When complete, the new Hilder Pearson Elementary will provide:

  • Improved safety and accessibility for students, staff, and visitors
  • Modern, energy -efficient building systems that reduce long-term operating costs
  • Flexible learning spaces designed for current and future instructional needs

Improve Building Operations

This area focuses on replacing aging building systems and upgrading electrical, mechanical, and technology infrastructure across all schools. These projects improve efficiency, reliability, and the long-term operation of school facilities.

Projects include:

  • HVAC system replacements and upgrades (Gordon, NKHS, Suquamish, Breidablik*)
  • Central Kitchen equipment improvements (District)
  • Asphalt and flooring replacement programs (District-wide)
  • Roofing repairs and efficiency upgrades (NKHS, Gordon, District-wide)
  • Maintenance equipment upgrades (District-wide)

Safety and Security

Projects in this area enhance safety, accessibility, and communication in schools through new fire alarm systems, upgraded bell and paging systems, improved ADA access, and site and walkway improvements that support safer movement and emergency response.

Projects include:

  • Fire alarm system replacements (Gordon, KMS, PMS, Poulsbo ES, Suquamish, Vinland, Wolfle, Breidablik )
  • Bell and paging system upgrades (District-wide)
  • ADA and accessibility improvements (KMS, Wolfle)
  • Elevator Installation (PMS)
  • Site safety and fencing improvements (Vinland, Wolfle)
  • Enclosed walkway connecting buildings (KHS)

Maintain Community Assets

This area preserves the community’s investment in school buildings through roof repairs, painting, and removal of aging structures. These projects protect facilities from weather, extend their useful life, and keep school sites safe, functional, and welcoming for students and staff.

Projects include:

  • Roof repairs and replacements (Gordon, NKHS, PMS gym/cafeteria and community pool/auditorium, Poulsbo ES, Suquamish)
  • Exterior painting and sealing (Gordon, Vinland, District-wide)
  • Site and parking improvements (Vinland, KHS)
  • Facility and operations upgrades (Maintenance & Operations Building, Transportation)
  • Demolition and replacement of aging structures (NKHS Building 900, KHS Choice Building)
  • Unused portable removal program (District-wide)

Voting Information

We encourage all registered voters to participate in the February 2026 election.

If you vote by mail, ballots must be postmarked no later than Election Day. You may also return your ballot on or before Election Day at a ballot drop-off location.
