The Public Records Office of the North Kitsap School District serves as a central point of contact for requests related to public records. As an agency that values transparency and accountability, we strive to provide the public with access to records that are not exempt from disclosure under applicable laws. Our office is responsible for receiving, processing, and fulfilling requests for public records in a timely and efficient manner, while balancing the need for transparency with the privacy rights of individuals. Public Records Exemptions

NKSD is not required to permit public inspection and copying of records in which public disclosure of the record is prohibited, restricted, or limited by state and federal statutes or regulations. The following records are exempt:

  • The School District is prohibited by statute from disclosing lists of individuals for commercial purposes.
  • The Public Records Act, RCW 42.56, provides that certain public records are exempt from public disclosure, inspection, and copying.
  • Other statutes may exempt or prohibit the disclosure of other documents and information.

Costs for Public Records

In compliance with state law, the North Kitsap School District cannot charge for locating a public record or making it available for review or inspection. However, in certain circumstances, we may charge for the actual costs of copying public records, which may include staff time spent making the copies.

Copy charges above may be combined to the extent more than one type of charge applies to copies responsive to a particular request.

$2.00 Flat Fee: As an alternative to the copy charges above, the school district may charge a flat fee of up to $2.00 for any request when the school district reasonably estimates and documents that the costs are equal to or more than $2.00. Additional flat fees shall not be charged for subsequent installments if applied to the initial installment.

Before beginning to copy records, a deposit of up to 10% of the estimated cost of copying will be required if the copy cost exceeds $25.00. An estimate of the copy costs will be provided to the requester so that they can decline to have the copies reproduced. The Public Records Officer may also require the payment of the remainder of the copying costs before providing all records or the payment of the costs of copying an installment before providing that installment.
