School Board Approves Levy Resolution for November 2024 Election
On July 25, 2024, the NKSD Board of Directors approved a levy resolution for the November 5, 2024 ballot. The Facilities and Technology Capital Projects Levy would provide funding in the amount of $31,959,250 over six years for safety and security improvements, critical infrastructure repairs, facility updates to support equity across the district, and technology education. Approval of this levy resolution would require a 50% plus one vote approval by voters living in North Kitsap School District.
The Facilities Advisory Committee (FAC), composed of community members, parents, and school staff, has met regularly since April 2024 to study facilities conditions and needs and offer both facility improvement and funding recommendations to the North Kitsap School District. As part of this process, the committee has analyzed facilities data, building conditions, and educational needs, and gathered input from students, families, citizens, and staff. The committee toured schools with the highest needs and held three community meetings to help inform their recommendations. Their work can be reviewed at nkschools.org/fac.
The committee understands that the list of needs across our schools is much greater than can be accomplished with this levy, and will continue to work on the development of a long term facilities plan to address continued and future needs through levies and bonds. Recognizing that the district's facilities needs exceed this levy request, the FAC recommends the following improvements:
Safety and Security:
- Security upgrades, including secure entry vestibules, cameras, and fencing at several locations
- Parking and transportation enhancements for safer pick-up and drop-off Improved vehicle and pedestrian circulation
Equitable Facilities and Programming:
- Hilder Pearson Elementary Gymnasium addition to address inadequate space. This ensures that students have dedicated space for P.E. classes and a separate common space for student meals and larger gatherings. The addition would be placed to ensure it can be incorporated into future building replacement on the site.
- Suquamish Elementary classroom and student resource addition and renovation to meet student needs and replace portable classrooms.
- Americans with Disabilities Act (ADA) improvements and site accessibility
- Athletic facilities improvements
Mechanical System Improvements:
- Mechanical, electrical, and plumbing replacements, upgrades, or improvements to extend the life of aging school buildings and ensure that systems are up-to-date, reducing the risk of mechanical failures and other hazards that can endanger students and staff.
- HVAC system updates to improve air quality and temperature control, creating a more comfortable and healthy environment for students and staff.
Technology:
- Chromebook and device replacements that will continue to support our 1:1 initiative
- Educational software that provides students access to a wide range of digital resources and educational apps that cater to different learning styles and needs.
- Infrastructure improvements and replacement Providing access to up-to-date technology enables teachers to enhance their instructional methods, streamline administrative tasks, and stay current with the latest educational tools and resources, ultimately leading to a more efficient and dynamic teaching environment.
Cost Information
The overall levy tax rate is expected to remain flat for the first two years of tax collections, and would then go down in the remaining four years in order to reserve capacity for potential future Capital funding measures.
