We are gathering input on the Renewal Educational Program and Operations (EP&O) Levy and a Capital Projects Levy planned for the February 2026 ballot.

We are beginning the planning process for two measures that will go before voters in February 2026: the Renewal EP&O Levy and a Capital Projects Levy. Both measures support student learning and help maintain safe, functional schools across North Kitsap.

Right now, we are in the information-gathering stage. We want to hear from families, staff, and community members to help shape the recommendations that will be presented to the School Board later this fall.

Levy Measures Under Consideration

Renewal EP&O Levy (Expiring 2026)

The Educational Programs and Operations (EP&O) Levy renews local funding for educational programs, services, and staff. This funding fills the gap between what the state provides and what is needed to support day-to-day operations in our schools. The levy makes up about 16% of NKSD’s annual operating budget and has provided steady support for decades.

What does the levy pay for?

  • Support for all learners: Staff and resources that ensure students of all abilities and needs are included and supported in the classroom.
  • Student support and well-being: Counselors, nurses, and social workers who support students’ mental, physical, and emotional health.
  • 100% of Athletics and Extracurricular Activities: The state provides no funding for athletics and extracurricular activities. These programs are funded through levy dollars and other local funding sources.
  • Staffing and compensation: Helps fund competitive wages for teachers, paraeducators, and support staff.
  • Operational costs: Helps cover basic needs such as materials, supplies, utilities, and insurance.
  • Technology and cybersecurity: Classroom technology, software, staff, and systems that support digital learning and protect school data.

Capital Projects Levy

The Facilities Advisory Committee has recommended a Capital Projects Levy to maintain and improve our school buildings. This measure would focus on keeping schools safe, functional, and accessible, while also planning for future needs.

What would this levy fund?

  • Possible replacement of Hilder Pearson Elementary
  • Ongoing maintenance and building upgrades
  • Safety and security improvements
  • Accessibility improvements for students, staff, and visitors
  • Vehicle and bus circulation improvements at school sites
